Cllr. Althea Sherman 
Acting President/CEO

Cllr. Althea E. Sherman serves as Acting President/CEO for NOCAL. As NOCAL's Acting President/CEO, Ms. Sherman is responsible for the management of day-to-day operations across all functions and departments, including oversight of the institution’s legal affairs.

Counselor Sherman, a seasoned corporate transactional attorney, has over 20 years of wide-ranging legal and business experience with major United States corporations; including Pitney Bowes, Inc., Magellan Health Services, Inc., Oracle Corporation (formerly, Siebel Systems, Inc.), AT&T, and Verizon Communications. Ms. Sherman has extensive experience negotiating and processing complex and high value government and commercial transactions, providing guidance and advice on legal and regulatory matters, and serving as a trusted business advisor to senior management for the development and implementation of business strategy and management of operations.

Karmo D. Ville 
Vice President of Finance

Mr. Karmo D. Ville serves as Vice President of Finance for the National Oil Company of Liberia (NOCAL). As NOCAL’s Vice President of Finance, Mr. Ville directs NOCAL’s day-to-day financial activities and assumes the responsibility for the company’s overall financial policies and objectives.

Mr. Ville has a proven track record of success facilitating progressive organizational change and development within growing organizations here in Liberia, including serving as a Treasury Officer and Credit Analyst at the Liberian Bank for Development & Investment (LBDI), a Consultant with the World Bank for the Liberia Primary Education Recovery Program (L-PERP) Project, a Senior Analyst and Chief Administrative Officer at the Ministry of State for Presidential Affairs, and most recently as the Managing Director at the National Transit Authority.

Rufus Tarnue
Vice President for Technical Services

Mr. Rufus Tarnue is an experienced geologist with over 25 years of experience in oil and gas exploration. Currently, he serves as the Interim Vice President for Technical Services at the National Oil Company of Liberia (NOCAL). Before this, he served in many capacities within the government and private sector. He is the former Director of the Bureau of Hydrocarbons, Coordinator of Energy related projects at the Ministry of Lands Mines and Energy, Senior Exploration Geologist of Freedom Gold Limited, amongst others. He also worked for the Government of Ghana as Geologist at the Ghana National Petroleum Corporation (GNPC).

He is a native from Liberia and holds a bachelor degree in Geology from the University of Liberia and Diploma in Applied Exploration and Production Technology from the University of Tulsa in the USA.

Mr. Tarnue was a lecturer at the University of Liberia and member of many professional organizations including The American Association of Petroleum Geologist (AAPG), Society of Professional Earth Scientist (SPES) of Liberia and the Ghana Institute of Geoscientists.
