Atty. Saifuah-Mai Gray
President and CEO


Madam Saifuah-Mai Gray serves as President/CEO of the National Oil Company of Liberia (NOCAL), and comes with extensive senior management experience and fine leadership qualities. She is an astute lawyer and a member of the Liberia National Bar Association, the Association of Females Lawyers of Liberia, and the JSGB legal Services. She is a skilled contract negotiator both in the natural resource environment and the traditional sector with experience in negotiation and litigation.

She brings to NOCAL in-depth understanding and application of domestic and international regulatory requirements and legal framework coupled with international best practices to enhance transparency and accountability, competitiveness and sustainability.

Previously at the International Law Group (IGL) where she served as Head of Litigation and subsequently as General Manager, she exemplified her outstanding leadership qualities and strategic direction, which contributed significantly to the overall success story of the institution. She is dependable and keen at delivering results.

Dr. Lester Z. Tenny 
Vice President for Technical Services


Dr. Lester Zomatic Tenny is the Vice President for Technical Services at the National Oil Company of Liberia.

He earned his Doctor of Philosophy (PhD) degree in Economics from the Obafemi Awuolowo University (OAU) in ile-Ife, Nigeria.

He previously worked as a Strategic Management Specialist at the Ministry of Public Works Republic of Liberia, under the Senior Executive Services (SES) Program. Most recently, Dr. Tenny is an adjunct Professor of Economics, International Business Management and Operation Research at the University of Liberia Graduate School of Business in Monrovia

Mr. Eric W. Daniels
Vice President for Finance


Mr. Eric W. Daniels Serves as Vice President of Finance at the National Oil Company Of Liberia (NOCAL). As NOCAL Vice President of Finance, He direct NOCAL‘s Day to day Financial Activities and assumes the responsibility for the Company’s overall Financial Policies and Objectives.

Mr. Daniels has a proven record of managing organizational change and development in USA and Liberia. He also worked as program manager in the USA for Numerous years. He worked at the International Trust Company Bank Liberia (Now International Bank) as financial analyst and later supervisor (Assistant Treasury) for General Ledger section of the Accounting Department.

General Counsel


Atty. Carmerna C. Yeke is the General Counsel of the National Oil Company of Liberia with the mandate to oversee all legal and external affairs including litigation, investigations, compliance, mergers and acquisitions, contract matters and international trade issues.

Atty. Yeke is a seasoned lawyer with Seven (7) years of experience in providing legal services from representing clients during litigation in various Courts and at administrative hearings to performing legal, factual and records research. Atty. Yeke is a product of the University of Houston Law Center where she obtained a Masters Degree in Energy, Environmental, and Natural Resources Law and from the University of Liberia Louis Arthur Grimes School of Law where she obtained her first Law Degree.

Atty. Yeke is a member of the Liberia National Bar Association and is happily married with two kids.
