Established in April 2000, the National Oil Company of Liberia (NOCAL) was created through the NOCAL Act of 2000, positioning it as the principal concessionaire for Liberia's oil and gas resources.
The 2002 Petroleum Law established the first comprehensive legal framework for the petroleum sector. Our initial focus was on acquiring extensive 2D and 3D seismic data to understand the Liberia basin's regional geology.
Significant reforms were implemented with the Petroleum (Exploration and Production) Law and the NOCAL Act of 2014, developed with World Bank assistance and international consultation.
Between 2010 and 2017, major international oil companies including ExxonMobil, Chevron, and Anadarko conducted extensive exploration activities in the Liberia Basin. This period saw the discovery of hydrocarbon in the Narina-1 Well (Block LB-11).
