The National Oil Company of Liberia (NOCAL) stands as a cornerstone of our national strategy for economic transformation and energy security. Established under the NOCAL Act of 2014, as amended, NOCAL is mandated by law to act as the commercial arm of the State in the petroleum sector, tasked with ensuring Liberia derives the greatest possible benefit from its hydrocarbon resources.
My Administration is unequivocally committed to empowering NOCAL to fulfill its statutory mandate with excellence and integrity. As defined by law, NOCAL’s core purposes are to apply for and exercise petroleum rights on behalf of the State, to promote the exploration and planned development of our resources, and to build the national capacity that will anchor this industry for generations to come.
To this end, I have directed that NOCAL vigorously pursue its essential functions, including managing the State’s participating interests in petroleum agreements and marketing the State’s share of production. Furthermore, NOCAL is tasked with activating the Executive Allocation Framework as provided under the Petroleum Law, enabling it to secure acreage and strategically partner with capable international companies to accelerate exploration. It will also focus on developing and marketing our world-class geoscientific data to de-risk investment and attract qualified partners to our prospective basins, including the promising Harper Basin, while building a best-in-class commercial institution with the expertise required to be a competent partner in complex petroleum operations.
Transparency and robust governance are not just principles; they are legal requirements embedded in NOCAL’s founding act. My administration enforces a zero-tolerance policy for corruption. NOCAL operates under strict mandates for public disclosure of finances and contracts, international-standard audits, and compliance with the Liberia Extractive Industries Transparency Initiative (LEITI). We are building an investment landscape defined by predictability, the rule of law, and mutual respect.
Liberia’s hydrocarbon potential is significant and remains largely untested. I invite reputable international oil and gas companies and financial institutions to engage directly with NOCAL.
