A. Kpandel Fayia is a distinguished geologist with over 30 years of experience in Liberia's mineral and energy sector. He holds a BSc in Geology from the University of Liberia and an MSc with Honours in Structural Geology from the University of Roorkee in India, and has spent the majority of his career at the intersection of resource governance, field exploration, and national policy.

He served twice as Deputy Minister for Planning, Development and Research at the Ministry of Lands, Mines and Energy, where he led the drafting of the Liberian Mining Law of 2000 and shaped the ministry's annual work plans and sector strategy. As Liberia's Focal Point on the Kimberley Process Certification Scheme (KPCS), he was instrumental in lifting United Nations sanctions on Liberian diamonds — leading delegations to KPCS plenary sessions in Brussels, Delhi, Windhoek, and Tel Aviv, and chairing back-to-back international review missions to Zimbabwe's Marange diamond fields in 2009 and 2010.

As a field geologist with the Liberian Geological Survey, Mr. Fayia contributed to the discovery of gold deposits now actively mined in Grand Cape Mount and Bong Counties. He also led the Monrovia Solid Waste Management Survey commissioned by UNICEF and served as the national lead on Liberia's implementation of the United Nations Convention to Combat Desertification and Drought (UNCCD).

Since 1996, he has served as a geology instructor at the University of Liberia's College of Engineering, teaching Physical Geology, Structural Geology, Petrology, and Mineralogy to undergraduate students. As a Member of the NOCAL Board of Directors, Mr. Fayia brings unparalleled technical depth in earth sciences and natural resource governance — a critical asset as Liberia works to responsibly develop its hydrocarbon potential.

A sociologist, long-term planner, and builder of institutional systems, she holds a BSc in Sociology with a minor in Public Administration from the University of Liberia, complemented by a Diplomatic Training certificate from the Ministry of Foreign Affairs and advanced training in education and computer literacy.

Her public service career has been distinguished by senior roles at the highest levels of government. She served as Special Assistant to the President and Assistant Minister of State for Presidential Affairs, Deputy Chief of Protocol under the NPRAG administration, Director of Passports and Visas, and Chief of Staff of a Presidential Campaign Office. She was also a member of a presidential campaign think-tank and speechwriting unit, and a founding executive of the NPP political party structure in Liberia.

Beyond government, Lydia has demonstrated exceptional versatility across sectors. She served as Acting Director General for ICT, Public Relations and Media at the National Bureau of Concessions; as a Senior Administrator and Management Team member for Coastal Marine Transport — Liberia's first coastline passenger ship; as a Social Change Writer-Producer and Programs Coordinator at UNMIL; and as a Media Functionary at Population Services International (PSI). She also served as Executive Assistant to a former Deputy Minister of Finance.

Since 2001, she has operated as a Writer, Director, Producer, Editor, and Publisher — delivering creative and strategic communication work for international NGOs, faith-based organisations, private corporations, and individuals of prominence. As a Member of the NOCAL Board of Directors since March 2024, Lydia brings rare breadth — combining top-tier administrative experience, strategic communication, sociological insight, and a deep commitment to national development — to NOCAL's governance.

Following a strategic reorganization, he was appointed Vice President for Corporate Affairs & Strategy, a consolidated role that integrates strategic planning, government relations, public communications, stakeholder engagement, talent management, and administrative services. This new mandate recognizes that talent and reputation are strategic assets and that synergies between corporate affairs, human capital development, and strategy are essential for NOCAL to deliver on its national mandate.

Prior to NOCAL, Mr. Jaleiba served as Manager, HR Center of Excellence at ArcelorMittal Liberia (AML), where he drove organizational development, workforce planning, succession planning, and HR analytics. He also served as Superintendent of Learning & Development at AML, leading the company’s localization plan, performance management systems, and talent pipeline development, while coordinating with corporate and community stakeholders.
