In a boost to African South–South cooperation, the National Oil Company of Liberia - NOCAL and Morocco’s National Office of Hydrocarbons and Mines (ONHYM) have signed a new Memorandum of Understanding to deepen collaboration across the hydrocarbons and energy sectors.

Hon. Cllr. Gloria Maya–Musu Scott, Chairperson of NOCAL’s Board of Directors, witnessed the signing of the MOU on behalf of NOCAL’s President and CEO, Hon. Fabian Michael Lai , who had already signed the document before the event. While ONHYM’s Director General, Madam Amina Benkhadra, signed on behalf of the Kingdom of Morocco during the Wednesday, November 12, 2025, signing ceremony in Rabat, Morocco.

The pact strengthens research, exploration, data sharing, training, and investment ties between the two nations, marking another milestone for NOCAL. It comes on the heels of the tripartite agreement among NOCAL, ONHYM, and NNPC for the ambitious African Atlantic Gas Pipeline Project, which will link ECOWAS countries along the Atlantic coast to Mauritania, Morocco, and eventually Europe.
