The National Oil Company of Liberia (NOCAL) was in Ganta from April 27–30, 2026, facilitating oil and gas training sessions for circuit and specialized judges across the country.
This training was in preparation for Liberia's new frontier in oil and gas and future arbitrations. It represents NOCAL's commitment to aligning with key stakeholders, including the James A. A. Pierre Judicial Institute, to prepare all parties for the evolving sector and the laws that will come into play.
Delivering remarks at the opening, NOCAL President & CEO Fabian Michael Lai underscored the importance of equipping judges with the requisite knowledge to adjudicate complex petroleum-related disputes. The event brought together key judicial stakeholders, including Chief Justice Yamie Quiqui Gbeisay and former Chief Justice Gloria Maya Musu-Scott, Chairperson of NOCAL Board of Directors. Mr. Lai emphasized that as Liberia approaches a new era of potential oil wealth, the judiciary will play a pivotal role in safeguarding national interests, ensuring transparency, and upholding the rule of law in engagements with international actors.
The training was designed to provide judges with practical expertise in petroleum industry operations, fiscal regimes, contract interpretation, and key legal protections. It further aims to strengthen investor confidence in Liberia’s rule of laws. The workshop also sought to enhance the judiciary’s capacity to adjudicate high-stakes cases while preventing the exploitation of Liberia’s natural resources. Concluding his remarks, Mr. Lai urged members of the judiciary to remain vigilant, informed, and resolute, stressing that a well-prepared judiciary represents Liberia’s strongest defense in securing justice and long-term national prosperity in the emerging oil and gas sector.
